Position Overview

A municipal government organization is seeking an experienced Accounting Manager / Town Accountant to oversee the daily operations of the Accounting Department. This role is responsible for maintaining the municipal accounting system, ensuring financial compliance with Massachusetts General Laws, and producing accurate financial reporting for multiple town funds and departments. The position requires strong leadership, attention to detail, and the ability to work closely with finance leadership and departmental managers.

Key Responsibilities

  • Oversee daily operations of the accounting function within the Finance Department.
  • Maintain and audit the municipal accounting system, including the general ledger, chart of accounts, and fixed assets.
  • Prepare and review financial statements, balance sheet reconciliations, and monthly financial reports.
  • Monitor revenue and expenditure activity to ensure budget compliance and accurate financial reporting.
  • Reconcile accounts including cash, receivables, taxes, and departmental accounts on a regular basis.
  • Develop and distribute monthly financial reports to department managers for budget tracking.
  • Assist with preparation of annual budget reports, Schedule A reporting, and combined balance sheet submissions to the Massachusetts Department of Revenue.
  • Support year-end close and annual audit processes, including preparation of schedules and responses to auditor requests.
  • Ensure compliance with Massachusetts Uniform Municipal Accounting standards, Chapter 30B procurement regulations, and Chapter 40 municipal finance laws.
  • Maintain records of contracts, grants, and financial documentation.
  • Review payroll warrants, vendor payments, and purchasing compliance.
  • Supervise accounting operations and provide financial guidance to department leaders.
  • Serve as a financial resource to internal departments and town leadership.

Qualifications

  • Bachelor's degree in Accounting, Finance, or related field (Master's preferred).
  • 5+ years of accounting experience , including municipal government experience.
  • Strong background in financial reporting, reconciliations, audit preparation, and municipal finance compliance.
  • Knowledge of Massachusetts Uniform Municipal Accounting, Chapter 30B, and Chapter 40 regulations.
  • Experience with MUNIS or similar municipal accounting systems strongly preferred.
  • Certified Governmental Accountant or CPA preferred (or ability to obtain certification).
  • Strong leadership, organizational, and interpersonal communication skills.
  • Advanced proficiency in Excel and financial systems.
