Government Contract Billing - Grants Biller

Location: Manhattan, NY (Hybrid – 3 days onsite, 2 days remote)
Compensation: $38-$40/hour | $75,000 upon conversion
Schedule: Monday-Friday, 9:00 AM-5:00 PM (35-hour work week)
Employment Type: Temp-to-Perm (anticipated conversion after 5-6 months)

Our client, a well-established and growing nonprofit organization, is seeking a Grants Accountant to join its Government Contract Billing team. This is a newly created position driven by organizational growth and increased grant funding.

The ideal candidate will have hands-on experience with government contract billing, particularly DHS or HASA-funded programs, along with strong Excel and PASSport system experience.

Key Qualifications

  • 1+ years of government contract billing experience
  • Experience billing DHS and/or HASA contracts required
  • PASSport experience required
  • Strong Excel skills, including Pivot Tables and VLOOKUPs
  • Bachelor's degree in Accounting or related experience
  • Detail-oriented with strong organizational and analytical skills

Responsibilities

  • Prepare and submit government contract billings and related financial reports accurately and on time
  • Support contract renewals, registrations, and compliance documentation
  • Assist with annual audits, including funder and government audits
  • Prepare contract budgets, budget modifications, advance requests, and related submissions
  • Monitor contract expenditures and cost allocations against approved budgets
  • Prepare monthly financial reporting and variance analyses
  • Support management with ad hoc financial analysis and reporting
  • Maintain knowledge of funding agency requirements and contract compliance standards

Preferred Experience

  • Government contract billing for Federal, State, and City agencies
  • Exposure to agencies such as DHS, HASA, DOHMH, HUD, and/or OMH
  • Nonprofit accounting environment preferred
  • Proficiency with Microsoft Excel, Outlook, Word, and Teams
