DUTIES U.S. laws and regulations:
Maintain a current understanding of money laundering and terrorist financing issues through compliance seminars, conferences, compliance committees, external training and publications. Draft and update Desktop Procedures, guidelines and protocols that ensure the quality and efficiency of the Monitoring Program with regulatory requirements and industry practice including NYS-DFS Part 504. Transaction Surveillance
Responsible for the daily surveillance review of BSA AML program involving transaction surveillance. Assist in the annual BSA/AML and OFAC Risk Assessments updates. Conduct 1st or 2nd level investigation on alerts and cases in the Branch's Automated Transaction Monitoring System Escalate all serious compliance issues and potential suspicious activity to the Bank's BSA Compliance Officer. Coordinate and/or conduct timely training on case management procedures for Analysts to ensure case quality and consistency and internal processes for a robust Transaction Monitoring Program. Coordinate and maintain oversight of the independent model validation for conformance to NYS-DFS Part 504 to include but not limited to: Working closely with IT Department and external consultants relating to the transaction monitoring program and documentation, Perform an annual NYS-DFS Part 504 Gap Analysis, Prepare the "Action Plan" for any recommendations resulting from the independent model validation, Ensure the recommendations from the "Action Plan" are remediated adequately ensuring supporting documentation is thorough and complete, Sub-certified for conformance to NYS-DFS Part 504 Transaction Monitoring Program.
Perform or prepare plan for tuning and optimization exercise at set intervals. Ensure all documentation of the Transaction Monitoring area is maintained, centralized, and organized. Prepare and gather documentation for the independent testing by internal and external auditors. Develop and maintain process descriptions for all transaction monitoring activities of the New York Branch. Manage the quality and timeliness of case clearing activities. Prepare and present MIS reports to the Compliance Draft SARs cases deemed suspicious in the automated transaction monitoring system for approval of the Chief Compliance Officer. Conduct Customer Due Diligence review. Conduct onboarding for Know your customer program.
