Position Overview:
A fast-growing company in the construction/subcontractor industry is seeking a fully bilingual (English/Spanish) HR & Payroll Manager to lead all aspects of Human Resources and payroll for a workforce of approximately 210 employees. This on-site position, based in Doral, FL, plays a critical role in maintaining compliance, supporting company culture, and managing the employee lifecycle from onboarding through payroll processing.
The ideal candidate is hands-on, organized, and experienced in full-cycle HR operations and bi-weekly payroll. Prior experience in the construction or subcontractor industry is a plus but not mandatory.
Key Responsibilities:

Manage full-cycle HR processes, including recruiting, onboarding, offboarding, benefits administration, employee relations, and compliance.

Oversee and process bi-weekly payroll for approximately 210 employees, ensuring accuracy and compliance with federal, state, and local regulations.

Ensure proper completion and verification of I-9s and maintain compliance with E-Verify and other HR regulatory requirements.

Maintain up-to-date knowledge of labor laws and proactively implement changes in company policies and procedures.

Supervise and support two direct reports: the Receptionist and HR Data Coordinator.

Manage and update employee records, policies, and HRIS systems.

Collaborate with leadership to support organizational growth, employee engagement, and retention strategies.

Support internal audits, external reporting, and HR-related documentation for licensing or contract requirements.

Utilize MITRE software for HR/payroll processes (training provided if not experienced).
Qualifications:

5+ years of experience in Human Resources and Payroll, preferably in a high-growth or fast-paced environment.

Strong understanding of HR compliance, labor law, and payroll regulations.

Fully bilingual in English and Spanish (verbal and written) – required.

Prior experience supervising staff – required.

Experience with I-9 processing, payroll systems, and HR best practices.

Experience in construction or subcontractor industry is a plus, but not required.

Proficiency with MS Office; experience with MITRE software is a plus.
